I think the photo shouldn't over lap with the parchment/text. It looks to cramped and makes the drop shadow really noticeable. Maybe the photo should be slightl smaller too?
Big improvement with leading. I also have some images you can use of the donkeys/elephants that katy used. Will see if I can attach the file or send it you by email.
Maybe try a more subtle drop shadow on the photos, and try applying it to the parchment too. If you look at Katie's state map, you can see the parchment on her page with the drop shadow.
Personally I prefer the examples you have done where the photos are a similar size to the parchment, and don't overlap. The layout sits better.
Also, Katie has specified colours for the red and blue (so everything is unified) which you can try for the coloured type.
